The European Council plans to redraft a proposal to give law enforcementagencies powers to intercept Internet traffic, following s protest from InternetService Providers.

According to the European Internet Service Providers Association (EuroISPA),the original proposal, known as Enfopol, was vaguely worded and lackedsafeguards.

Jean Christophe Le Toquin, president of EuroISPA, said lack of clear definition of many points had been its biggest flaw.

"The current text calls for full time, real time access to new forms ofcommunication, without even attempting to explain what exactly is or is notcovered and [who] would pay for the surveillance," he said.
